Mayor’s Message
The rapid transformation of Carmona from a Third Class Municipality into a First Class Municipality in July 1996 has brought about profound changes not only in stabilizing our town’s economy but also in improving the lives of our people.
Through the years, we have successfully undertaken the initial steps to propel our municipality into becoming not only a major industrial center in the province but as a prime metropolis as well. There is a continuous flow of local and foreign investors into our municipality. We have impressive industrial estates and manufacturing companies which continue to provide employment opportunities for our people.
Our local government unit has been very effective in addressing the needs of our residents by mobilizing local outside resources to implement various development programs and projects in the community. We have the most active citizen participation and fruitful partnerships in local governance and community actions.
At the height of this economic progress and development, let us now pursue a sustainable development path for our municipality —one that has geared towards the betterment of the quality of life of our people through balanced urbanization, sustained agricultural productivity, proper management of our natural resources and socio-cultural enhancement.
Let us continue to build Carmona as a commercial and industrial hub in the province, at the same time ensure the productivity of our remaining agricultural lands. Let us work together with renewed strength and vigor. Let us reaffirm our commitment and strengthen our unity and cooperation for the betterment of our municipality.

Ten Point Agenda of Mayor Roy M. Loyola
1. POVERTY ALLEVIATION AND EMPLOYMENT GENERATION:
To decrease percentage of Carmona resident with income below poverty level to only around 10% of the total population and boost employment level to 90% of the available workplace.
2. FOOD SECURITY
To increase food sufficiency level to 90% of the requirement and increase farm productivity by 30% of the current rate.
3. HUMAN HEALTH PROMOTION
To decrease incidence of prevalent human diseases by 50% lower mortality rate at a minimum, and eradicate malnutrition.
4. EDUCATIONAL QUALITY ENHANCEMENT
To increase literacy level
5. PEACE, ORDER AND JUSTICE GUARANTEE
To enforce a just, safe, peaceful and orderly system bringing down crime rate to negligible levels, bringing up human and properly security to the maximum, bringing forth equal opportunity regardless of sex, political inclination, race, religion, status, etc.
6. ENVIRONMENTAL QUALITY CONTROL
To minimize environmental risks associated with development and establish progressive yet environment-friendly community with green landscape, clear skies and fresh air, garbage-free barangays and establishments, unpolluted water bodies and healthy people.
7. INFRASTRUCTURE DEVELOPMENT
To build infrastructure facilities that would support the robust growth of the municipality and enhance the capability of the government sectors in the delivery of service— such should be in conformity with the land-use and development plan of the municipality.
8. LOCAL REVENUE GENERATION AND INTENSIFICATION
To increase local revenues to level which can support and bring forth development for the benefit of the constituents of Carmona, and properly mobilize and manage these revenues for optimum use.
9. EXEMPLARY POLITICAL ADMINISTRATION
To deliver the best local governance through formulation and execution of policies and programs that would address the needs of the majority of the constituents; and to strengthen the institutional capability of the service providers, build up sense of stewardship among the various sectors of the community.
10. INVESTMENT AND TOURISM PROMOTION
To project the municipality as an investment and tourism hub and create partnership among stakeholders of any development activity.
Dynamic Leadership
The Brilliant stewardship of the young, dynamic and proactive leader of Carmona, Atty. Roy M. Loyola, has geared the municipality into becoming a prime metropolis in the province. He has also steered Carmona to be financially stable-generating substantial amount of saving for the whole municipality through efficient revenue collection, resource mobilization and finance management.
In 1995, the Municipality had an annual revenue of thirty-one million, five hundred sixty-two thousand, eight hundred thirty three pesos and fifty-three centavos (P31,562,833.53); in 1996, it netted forty-two million, four hundred eighteen thousand, five hundred ninety-eight pesos and seventeen centavos (P42, 418,598.17); and in 1997, its revenue almost doubled with a collection of eighty-four million, five hundred sixty-four thousand, three hundred three pesos and seventy-six centavos (84,564,303.76) posting a growth rate of 99.57% for the year. This amount surpassed the target collection by twenty-four million, thirty thousand, three hundred thirty pesos and seventy six centavos (24, 030,330.76) or 39.64%.
The efficient and effective coordination and cooperation between the local government unit, the private sector, national government agencies and other non-government organizations has contributed greatly in enhancing the municipality’s growth potential. These partnerships, if sustained will surely pave the way for the emergence of New Carmona in the
